Moving to a new town?

Let's say I have 2 cartridges(1 with a mayor & villager and 1 with no save files).
Is it possible to move the villager from the 1st cartridge into the 2nd cartridge? If it's possible, will the villager become the mayor?

You are correct. The game is made so that only a villager can become a new mayor, and that's it. You can't have a villager (player) moving from town to town, nor a mayor become a new mayor of another town.

Yup your side character can move to become mayor in a new town.. As far as I'm aware, your house, bells and inventory moves with you.
