Moving out villagers?

I've been trying to move Merengue out of my second town so that I can get her to my first town but I just can't get her to want to move. I've only talked to her once to introduce myself, and I have been TTing 2 day for the past hour and she still doesn't want to move... it's now Wednesday, July 20th 2016. Help? ;/

I made a thread once about how only my favorite villagers ever want to move. I've been trying to get 3 or 4 awful villagers out for a while now. Apparently you have to talk to them more to get them to move. You'd think it would be the other way around, but no.
