Moving Out Question

So I heard from someone that no one can move out until your mayor has a 100% approval rating- is this true?

I don't think so. I'm pretty sure I had a town before and I didn't fulfill my 100% (new town) and I still got people to move out. I might be wrong, but that's my input.. xD​

Not true. I was playing on my boyfriend's town (he reset, so it was a brand new town) and was cycling villagers for him without the approval~
