Just another quick question:
When a resident tells you that they are going to move out, and you can persuade them not to leave, is there a time where you cannot influence their decision?

I don't believe so, but, I could be wrong.
You can always ask a villager NOT to leave and they won't but sometimes when you say ok, you can leave they will change their mind and stay
The time that you cannot influence the decision is when they are all boxed up. Once that happens, there is nothing you can do.
If they are already in boxes, then you cant ask them to stay. Otherwise when they ping you you can ask them to stay.
