Moving one villager to another town

So I have two towns, and I am planning on resetting one just because. But there is one villager that I want to bring over to my other town. The villager I want to move over has not said anything about moving, and I want to know if there is a way to trigger them wanting to move?
 
I've found villagers I want to move out tend to do so faster when I quit sending them letters. Also, hitting them with nets or pushing them around has very little affect and tends to make you feel bad anyway, so that's not very helpful.

I've also found that ignoring them %100 doesn't move them out quicker. Sometimes it works, (usually, for me at least, when the villager is new- they'll move out fairly quickly if they first move in and you just ignore them straight off. this hasn't worked all the time though.) but I've found that talking to them and failing a request they ask for works a lot quicker than just ignoring them!

Failing a request makes them see that you're not as good a friend as they thought. When they ask for fruit, I give them bugs (heh.) When they want to purchase furniture from your pockets or sell it to you, turn them down. The same with asking to have a house visit; just turn them down enough times and fail their requests, and eventually they'll want to move.
