Moved villager not appearing in shopping plaza?

So in the past, I've had both Marina and Zucker in my town before. Marina, I wanted to have her stay, but I really needed some bells and space so I sold her. Hopefully she's living happily in her new town. Zucker was sent to the void. :c He sent me his goodbye letter and in it was his picture. It's just... I really didn't expect him to give it to me. Heck, I was more nicer to Marina than him, and never really was that fond of good ol' Zucker, but when I saw his picture and set it up in my house I just felt like running around in-game with the ability to pull my hair and sob.

Now I've been slowly, ever so slowly, moving out villagers. I mean, I moved out a ton for all my wolf baes, but I just really... really want my fried octopus villager back. But I NEVER see him in the shopping plaza, which is strange because even though I haven't been keeping track of the 16 cycling villagers rule, I feel like I haven't passed that point yet where I could start looking for a new Zucker.

Do I need to move out even more villagers to be able to have him appear and than disappear again? I'm so confused.

he's fried? i thought he was dessert. but umm i'm doing this also for Kiki , and i have been writing it down. it takes forever. i would think i'd be done by now too , but have only done 9 of of 16.
so maybe you need to do more...

He's based on takoyaki which is fried dough with chopped octopus, so I always called him "fried octopus". Oh, I see... So you had Kiki in your town? Does she appear in your shopping plaza or no?

Once you've cycled past 8 villagers from when Zucker left you should start seeing him. I just moved out Kyle and suddenly my main man Chief was back in my life (lol) via the main street, which lines up with what I've noted down! Hopefully you'll see Zucker soon and then you'll know you're half way there

I've always wondered this too, so thank you! There's a bunch I've seen on main street who left a while ago, but more recent villagers not at all.
