So I'm using the method TagBlackTV suggested to transfer the thought bubble.
I talk to the villager and quit the game without saving before completing the dialogue.
However; the move-out thought bubble has stayed on Zucker for 3 days straight now. Am I just unlucky? Am I doing something wrong?

You're unlucky, unfortunately. I had this same scenario play out twice, three times in a row, the same thinker! But it DID move over to a different villager thankfully. Let's hope he won't be thinking about it tomorrow!

Well, glad to know that it can happen. I was starting to think it might be some kind of a bug.

Just stuck it out. It’s frustrating I know. I had stubborn bubbles that stayed on the same villagers for at least two days at a time till it finally landed on flurry.

Oh gosh... I really hope it moves to someone else tomorrow and I won't have to do the cool-down period all over again.
The way the move-outs work in this game is really frustrating.

Try talking to Tom Nook and moving Zucker’s house, and then cancel the move (unless you do want to move his house).

I heard doing this gives a better chance of the thought bubble moving the next day to a different villager. It seemed to work for me when I did it as well.

If I cancel the move will I get the money back?
I kind of wouldn't want to be wasting the money unless it's necessary.

You can also hit him with a net once, that'll make the thought bubble disappear and at least you can talk to him normally!

I don't think it necessarily helps in transferring the bubble to another villager, though.

His bubble disappears and re-appears throughout the day. Sometimes, other villagers get bubbles too but it's for other things - selling or giving me things, etc.
