Rosie's leaving today, the last of my starter villagers, and I think she's sort of original? She may have sold 1 thing at re-tail, and I don't recall giving her any fish and her clothes are normal. There's no "buyout" aside from the Villager Chrissy.​

You give the IGB to the person whom you're buying from, and you talk to the neighbor in their town, and suggest to them they move to your town

Oh, basically, you go to someone's town, drop the money, or don't, the villager is in boxes (Basically, when you go to their house they're packing up to leave) and as long as you have less than 10 villagers, no fenced plots of land with a sign on it (called "plots") and no villagers moving in from the campsite, the villager will move in within 1 or 2 in game days. You can also only move people in when you've completed your development permit, I think. And you have to use your mayor to get them.
