Oh, and a suggestion is to choose 2 low tier villagers, time travel up 2 days and talk to one of those villagers until they tell you "they need to think about something" If someones moving out the'll let you know, and villagers only move out when theres 9 or 10 villagers in town. <http://www.animalcrossingcommunity.com/Topic/5860385/1/Villager_Placement_Dream_Villager_Guide> use this guide to help you get higher tier villagers.
