Create a new save file, introduce new character to everyone then ignore Rhonda but talk to everyone you want to keep as you TT day by day. She should ask to move on the seventh day. Of course the villagers you want to keep might ask to move before then...

You can do 1. Ignore or 2. Become bff's

Usually becoming bff's they WILL ping you when they leave vs. ignoring - you'll have to talk to other villagers and hear rumors about them moving without a specific date. I personally use 2 in my main town

*And what Cynber said You're probably stuck in the "friendship ladder" on your Mayor, so that's why creating a new Character is beneficial if you're doing the "ignoring" way
