I know this would be bad time to ask, but how do you know when you've done the 16 villager cycle?

Usually once they pop up on Main street you've ALMOST cycled 16. Then when they're gone, you've cycled enough to get them back. (I hope that makes sense)

Argh, I can't find him right now... He does this thin where he'll be there for a few days then will be gone for a few more days.. But, I think he's gone because Lucky went after him and Lucky's gone... But I don't know..

Wolves seem to like this town. I have cycled and placed for adoption Fang, Skye, and Whitney. And now Chief is moving in.
But I don't know if I will let him go. I like him best so far.
