Messages in Bottle are not Spawning

Anyone familiar with this bug and how to fix it? I've been trying to fix it by TTing, but it's been 9 days now and still not a single message in a bottle spawn.

Knowing that fossils won't spawn when you TT too much, I'd assume the TT'ing might be the problem.

Otherwise, maybe you already have a message and that's blocking new spawns, but it's just hidden in a way you can't really see it - I know I sometimes can't see the messages with my palm trees in the way. Try walking around the beach while pressing Y repeatedly to see if you just missed it.
