so if this is anyone's fave person they are camping in a tent in my town.

You can't give away villagers that are in tents, they have to have moved into your town and be in boxes before someone can invite them. Nice luck getting her in your campsite though! I wish one of my dreamies surprised me by doing that!

Unless that changed in the update, you can adopt villagers from another town's campsite.
I used to do it when I did cycling
