Static is still my least favorite dream villager (meaning the 3m outbids your offer :/), it takes a while to move him out without tt'ing though :|

My best advice is just to ignore him and Everyday you time travel just don't speak to him hit him with the net and push him around. Then when he's either going to tell you he's moving on what date or eventually Isabelle will tell you that he's moving out on that day and once you see that then just let the person know who you're trading with that they're all packed
