Looking for a specific counter, can't find it.

I've been trying to find a specific counter but I cant really find anything that resembles it. The specific one I'm looking for is the one that's in this screenshot, with all the items on top of it: file:///C:/Users/Toshiba/Pictures/bar.png

My best guess is that it's a modified Counter Table but I'm not sure. If anyone could tell me exactly what it is it would a great help.

P.S. the link I listed is a file, but if you're on a laptop or a computer you should be able to just paste it into the address bar and it should appear. But if it doesn't work feel free to ask me to send it to you.

those type of addresses only work on the host computer, can you describe it?
