I got a new 3DS for christmas, so I gave my partner my old one! Except they can't get into my town. We both made new mii characters and added eachother to our friends lists, our wireless lights are both flashing.. But Porter keeps saying that he can't find any towns nearby. I have no one on my friends list because my ds is new, so there's no way I accidentally opened to best friends only. Please help!

I've had this issue too. Idk what causes it, but sometimes resetting your router might help. It usually is a (temporary) fix for me. idk why, but somehow the router somehow interferes with local 3ds connections...
If you have any mobile phones nearby I'd try turning them off. I've been trying to play Mario Party with my siblings through local wireless and mobile phones seem to cause interference in the connection, and we usually get booted whenever the house phone rings. It's weird, but you could try moving away from the house phone if you have one, and turning off mobiles to see if that works.
