I have just talked with a GAME representative on GAME's website through Live Chat and they said this:
"they are a UK only offer but to my knowledge not region locked
(although only guaranteed to work within the UK)"

Update: I just talked with a Nintendo UK representative and they had this to say:
"Yes. This is an event only within the UK. There is one similar in Australia, however this is respective to Australian game versions."

Well I'm assuming it is, considering Pokemon X/Y code things from the US promo was region locked for us (at least, I think it was) ~ Don't take my word for it though, I have no idea.

I could get a spare from Game tomorrow so if someone from the US wants to test it then be my guest.

Edit: Oh and I asked a member of the Game staff too and she said that the codes were only guaranteed to work for the UK.
