Do mushrooms that are dropped count as litter?
Do fallen balloon presents count as litter?
Do rock gems (not picked up) count as litter?

I do not think mushrooms count as litter since they're like apart of the environment, I do however think fallen presents and gems count though.

I think mushrooms fall into natural items. (seashells, fruit on the ground) I'm not sure about gems. Items such as furniture will count as litter

Ok thanks. I've cleared it to under 10 items on the floor and now it says that further development is desired but before it said with little work the town could become the best town ever. I didn't cut down any trees or anything.

I just looked it up and stuff buried in the ground counts as litter as well. Be sure to look out for that.

I can verify mushrooms & single pieces of fruit on the ground don't count as litter. Items/furniture, gems, balloon presents, fruit baskets, and handheld items/tools do count as litter.
