Literally no one will move??

I have nine villagers in my new cycle town. I've tried two days forward two days back, six forward and six back, and moving forward YEARS. No one is moving out, no one is moving in. I couldn't even recruit a villager from the campsite. What's going on??

You need to talk to them enough times if your character is brand new. Notice how at the very beginning, villagers will give you tips on how to play the game? There's 12 of them and you need to go through all of them to trigger the moving prompt. The last tip involves remembering to save. After you hit that tip, TT forward 2 days

this. you need 100% approval rating and to have gone through all the tutorials, otherwise no one will move. Don't worry, I made the same mistake my first time and nearly lost my mind :|
