Lighthouse & Windmill?

What do they do?
I know lighthouse help you catch rare fish, But does it do anything else?
& what does Windmill do?
Because I'm about to donate 1mil.

after you donate enough bells
to the fund there will be a bulletin saying you have donated enough to get a windmill or a lighthouse and you vote for which one you want in the civic center.
