It's just buying stuff/services/whatever for paying forum currency.
As you could see in TBT Market place section some people also do exchange between forum currency and in-game-bells. The exchanging rate changes. Currently it looks kinda awkward rate in my eyes though, like 50-100 tbt for like 20mil to even higher.

How to send bells is easy. Just clicking the number written "Bells :" below avatar picture. Maybe you can see mine "Bells : 178"?

If you're still up for buying in this way let me know so I'll suggest my price.
