Leif and his topiaries

So today is Weeding Day and, as I have the Beautiful Town ordinance set up, I was hoping that Leif would give me the topiaries PWPs. However, he didn't and instead he gave me the violet screen. I DO NOT have any weeds since I already looked for any there could be, so I find this rather outrageous. I tried time travelling to yesterday (I talked to him in T&T Emporium and he told me there weren't any weeds) and then travelling back again to today.

I don't know if the fact that I didn't start with my mayor and I talked to Leif with another character explains this. What can I do now that Leif won't give me the topiaries? Please, somebody help me! I wanted them so desperately.

I got the PWP talking to him as Mayor on Weeding Day.
With my other character, he gave me the violet screen.
Maybe you had to speak to him with your Mayor instead?

I got the PWP's too by talking to him as mayor. Like the user above said, you might have to talk to him as mayor.

I unlocked them today using my mayor. It's my first year of New Leaf, but could you have unlocked the topiaries before? Just a thought.

But if it is, then I would say thats why. You needed to talk to him with your mayor

I talked to him with my mayor after I talked to him with another character. I don't know if I should've talked to him with my mayor before the other character, but I don't think that should make a difference. :/ Either way, when I TT'd I only talked to him with my mayor, so I don't know what's wrong, lol.

Yeah, PWPs can only be suggested to mayors. This, along with a couple other things, is something people find annoying since it makes it worthwhile to only play as the mayor.

Hmm... maybe there was a weed hidden somewhere in the town? Some events like Easter can only be done once a year, even with time travelling. Not sure if this is one of them.

You probably have a weed or two hidden somewhere. If Leif tells you that there are no weeds when he is in Nook's shop, that just means that there are either no weeds or very few weeds. The beautiful town ordinance does not stop weeds from ever appearing, it just makes them appear much less frequently. So you'll probably have to search your entire town and look for those one or two weeds to get those PWPs.
