What's the least/most permanent rock amount possible in a map?

I just went through and counted mine- I have 8 permanent rocks in my town.

I think I have 6 permanent rock? But they fit perfectly in my town so I have no problem with it =)

I have 6 permanents, and 1 ore rock I haven't smashed. Luckily they're not in completely awkward places, so there's that.

A friend of mine was resetting for new towns recently, and she got a town with only 3 rocks. Then after more resets, a town with 13 rocks. o.o;
