i think you should change the pattern to something less... watery? if you know what i mean. since the fountain and the pattern have different water colors, it doesn't look quite right. any color besides blue/turquoise would work, but i think warm colors would have the most contrast and end up looking best.
it would look really nice if you put 3 bushes in an L formation around each corner, like a border. (if that makes sense). i think bushes with flowers would look really nice!
also, maybe you could organize the flowers better? i don't know which formation would look best, because it's all about personal preference, but i think you should just put it in a way that it doesn't look as scattered.
otherwise, i think you are off to a great start! can't wait to see the end result.

I would recommend putting the illuminated arc a space back to have this 2x2 pattern going around the water pattern that is around the fountain. It depends on what path you're going to/are using atm. Also, bushes can't be planted near projects even though they can be planted next to trees. You could put flowers next to the arc and then begin putting bushes to surround the fountain. If this part of your town is a center part you can make it into a cross section.

I forgot about the flowers. The roses are just there because I had no where else to put them and then villagers started planting them and the pansies are an attempt to get hybrids.
I can't really do much to the left or right of the fountain, to the right is my town hall and to the left is the river. Moving the arch back a space might actually work now I look at it, but it'll have to wait until tomorrow due to fireworks. Now to decide what sort/colour of bushes and flowers to use.
