Would i be able to plant bushes where the holes closest to the rock are?

No, unfortunately. I have the same problem in many places around my town

Nope. Like trees and bamboo, they have to be at least one space from buildings, bodies of water, the cliff, and rocks. They can be, however, planted right next to pavement, such as in front of the town hall and the event plaza.
