Are you playing as the island representative, so the person who started the island? If not, you won't be able to sell land.
Otherwise, the only thing I can think of is that you might have already bought the plot of land, but just don't have a villager. If you have an unused housing kit, or already set it down (you'll see an empty square on your map), then obviously, you wouldn't be able to buy more land.
