How do you unlock them?
I caught Mesprit, but every time I go back, it just says "a ring is floating in the air" And its just them. The dogs and the swords of justice all are all changing, but Azelf and Uxie just don't want to appear.

From Serebii:

When Soaring around by Sootopolis City, you will discover a very small area called the Nameless Cavern. Inside the cave in the area, you will note a familiar pattern on the ground and a portal. Interact with the portal and Uxie, Mesprit or Azelf will challenge you. Uxie can be found between 20:00 and 21:00, Azelf can be found between 21:00 and 03:59 and Mesprit can be found between 04:00 and 19:59. Note: Times are still being finalised

The times that Azelf and Uxie are available are very short compared to Mesprit, especially Uxie. Serebii is still testing the exact times for these three, as it's all a bit confusing. Try out those times though, and see if it helps in encountering these Pokemon.

I thought you had to have 3 pokemon with max happiness in order to get uxie?

I have a whole team with max happiness and for the life of me I cannot get Uxie to appear between or around 8pm and 9pm. Any ideas what I could be doing wrong?

I read somewhere saying that if you changed the internal 3ds clock within the last 12 or 24 hours (I forget which), the game knows this and the time-specific events/pokemon don't appear? I'm not sure if this is true or how it would even know this, but it's the only thing I can think of that's preventing Uxie for showing up for me.

That is true. Pokemon games have had that lock ever since Diamond & Pearl. The cartridges still have an internal clock of sorts, and will lock out all daily/weekly events for a period of time if you mess with the system clock.

Augh, those party poopers at the Nintendo Company.

That's odd, though, I remember setting my DS to a Friday in Diamond/Pearl to get a Drifloon and having it work. Weird.
