Other people can't take villagers from your campsite. Only you can do that.

You cannot adopt out from campsites. It doesn't work.

You have to invite the villager to your town. Once they move in you have to wait for them to ping you when they want to move, then you can sell them or giveaway.

If you wanna auction off villagers in your campsite, you'll need to make sure you have an open slot first and have them move in, then have them move out because as others have said others can't adopt from your campsite.
