If your town has 4 players, does that count as 4 fortunes? If my brother sends 4 people to my town, and I use 4 of my characters, and 4 from my Japan version, is that 12 fortunes out of the way?

You have to get the 20 fortunes yourself. Your visitors' 20 fortunes count towards their 20 fortunes, not yours.
If you have 4 characters, get them to have their fortunes told 5 times each to unlock Katrina's shop.
