Katie is the little cat who comes along and asks you to take her to visit other towns. She doesn't actually end up in your town if someone brings her though. After visiting a few towns, you'll see her around from time to time asking you to take her to visit other towns as well.

No... It says on Wikipedia and ACNL.com that if someone has her in their town, they can take her to someone else's town and then the person will find her and take her to another town, that person is suppose to take her to a town, etc.
Yes & No: Yes, someone can drop her off in your town. No, you don't get to "find" her. She finds you.
Meaning: she will randomly/eventually shows up in front of you (literally),
and by then you can talk to her, and bring her to another town, so she can continue her travelling adventures.
It's not 'immediate', so do not expect her to be waiting to meet you right after someone dropped her off.
It doesn't work that way.
Katie is a rare visitor.
EDIT: I was a moron and may have misunderstood OP's 'real' question, that and after reading others more accurate and knowledgeable comments regarding Katie,
I understand I might be off in my opinion in this post, hence this ETA. Sorry for the incorrect info.

I have seen those guides from Thonky, etc. They aren't always completely accurate and/or her role may have changed from one animal crossing title to another. I have 3 different AC New Leaf games and I have gotten her at least twice in each after letting people visit me or visiting someone else's town. None of those appearances coincided with someone bringing her to me; she was actually only brought to one of my towns by someone once. Because of that, I know she will appear w/o that taking place.
I pulled this from Nookipedia and found it to be the most accurate regarding the New Leaf title:
"In Animal Crossing: New Leaf, Katie once again appears randomly in the player's town one day, once the player has interacted with someone from another town. This time, Katie is now by herself and wishes to see the multiple towns of the world, telling the player that she wants him or her to take her to the player's friend's town. She will also say which towns she has previously visited. After exiting the train, Katie will mention that the main reason she decided to follow the player to the other town is that she is uncomfortable traveling alone. A day later, she will give the player a thank-you present."
I mean, you can believe what you want, but this is just my experience with Katie. I never had to have someone drop her off for me to get her at some point. I haven't found her really to be rare, but it is random and infrequent.

Don't worry about it, I just assumed you were frustrated. There's a lot of mixed info/opinions out there regarding this game. It may be possible that someone bringing her might raise the likelihood of an appearance, but it isn't necessary.

IDK the official answer, but I've had dealings with her about a million times, so from my experience this is how it goes.
She shows up and she'll just be walking around your town. You take her to someone's town and she says bye to you at the station. The next day, she'll be walking around their town. And then they can bring her back to you, or take her somewhere else. Oh also, the day after you take her somewhere, she sends you a present in the mail.
She's small and easy to miss, so possibly she came and you missed her. If you really want her and don't want to wait for her to randomly show up again, you can always look on the Train Station forum, and let someone just bring her to your town. The next day, she'll show up and ask you to take her somewhere, etc...

I currently have Katie going between 2 of my towns, so I can get items for my sisters town.

Ok, I have started a poll to see how many people get Katie when dropped off in their towns. Maybe this will be helpful, and I'm curious how it will turn out. Like I said, I do know someone bringing her is not required in order for her to make an appearance. I also know I didn't get her once after someone "dropped" her off, but maybe I missed her. Most guides say she will show within 3 days, but you say it has been about 5. So the poll is up, lets find out how Katie works in New Leaf

The theory is that Katie drops her ticket when the town you are taking her to is already set to have her. Makes sense but I've found comments like this as well:

I have a few inputs about katie dropping her ticket:
She drops her ticket if:
1. The town youre dropping her to is in the katie incubation period of 3 days.
2. The town you dropped her to just sent katie to another town.
Rate of dropping her ticket increases if:
1. She has visited more than one town.

I've only had Katie drop her ticket once and that was probably a year ago, so I don't have any to add on that point.
If Katie does drop her ticket, in the letter she sends you the next day, it just say she caught the next train.

OH, I just realized I made a little mistake. Sorry, it's been a while since I dealt with Katie last. She doesn't show up the next day after someone drops her off. She shows up 3 days later. I read the person above me, and remembered that they are right.
Also, it's true, you can get her randomly in your town without someone dropping her off...but you'd have to wait around aimlessly, whereas if you let someone bring her over, you can expect her in 3 days for sure.
And last, yes she drops the ticket quite often. It's pretty well known. She'll still send you a present the next day. Also, she'll still show up to that person's town in 3 days. I think she just somehow makes her way to the town anyway, she just doesn't ride the train with you, if I recall correctly, that's what she says in her letter to you.
Sorry for my poopy memory, but I'm 99% sure the info I just gave is accurate, according to how it always worked for me.
