So I got my dreamie Kabuki at my campsite but the problem is I have to let go Twiggy..I dislike Twiggy but my sister loves her and will be sad if I let her go..what to do?
Do you share an Island? If so, you should discuss with her before you let Twiggy go. Also, you can close the game before finishing the conversation. When you reload the game, go back to Kabuki to ask him to move in. He will pick another random villager. Do this until he picks someone that you're both okay to let go of.

is there any other villager you're willing to let go? As per @UglyMonsterFace you can always close the game before finishing the convo and hope it moves to another residence.

I'm not sure about your age, but Twiggy's amiibo card is probably easy to get ahold of either by trade here, or on eBay for a few dollars.
Edit: I think Kabuki is probably much harder to find, either his amiibo or a move-in from another island. Still, talk to your sister and see if getting the amiibo is an option first.
I actually discussed this option with my sister and it surprisingly went well. She was a bit bummed but overall agreed. I look for a Kabuki card and they're almost double the price for a twiggy card. So i'll buy her one for when she gets animal crossing! Thank you for this answer.
