Go find it on your computer I suggest making a short cut on your desktop.

Try re-downloading it, or if that fails then search on google for the missing file (if it says which one) and download it.

Could be because of your operating system, unless of course you're just on the Windows 2000 and lower look for XP.

Other than that, I guess you're just missing a System32 file that's required to run this particular game. As I said, try downloading the file it mentions.
