Pokémon Jirachi

Is he required to complete the Hoenn dex. As I have all the pokemon in OR, and will rade with my sister for the AS exclusives, but there is still a space between rayquaza and Deoxys, which is where Jirachi is in gen 3.

No, event legendaries are not needed.
Deoxys isn't even needed, even though it's freely available in OR/AS.
