Can someone explain the "jailing" technique people use to get PWPs?

I don't know but i'm assuming it's trapping a villager of a certain personality type to get the pwp you want? so you don't have to waste time looking for them in your town after you do the swimming trick?

That's it. BUT, trap everyone, so you can establish a safe path to the one you want. Don't wanna get a ping from a snooty who happens to be walking around when you actually want a cranky.
