Jacob's Ladders

Will only a set number of Jacob's Ladders spawn in your town? Or will they just keep spawning infinitely? I don't think I've had any spawn for a long time, but maybe I have stuff blocking my cliffs. Just curious.

Found that they stopped showing up after I had about 15. Picked all of them up and put them in a locker or the house.
The next day another one showed up. Kept picking them up and now I have 60 plus. Sent them to my beautiful town to divide the color roses. Think only one spawned in 4 months after I put the 60 plus down there. They still spawn in my other towns.

Removing items from the cliff can help but if you have spots one should appear there.
