Jacob's Ladders

I don't have a perfect town, and yesterday, while I was TTing, I found a Jacob's Ladder on one of my cliffs. I originally thought that someone had planted them in my town, but when I TTed to the next day for plot resetting, there was another Jacob's Ladder.

No one in my family plays ACNL besides me, and my parents/older sister would never touch my game. (They don't even know how to navigate a 3DS )

Has anyone else had this happen to them?

This. There's a very likely, no, let me rephrase that, 100% chance that you have a perfect town.

Yup, she said that my town needs more development. I only have 2 PWPs (Bench/Streetlight) excluding my bridges ^^; I'm currently paying off the Train Station renovation.

EDIT: It could be a glitch with my game, I have a digital copy.

One of the few times my game hasn't screwed me over with bad luck ;D
None spawned today, but Lopez moved in, and Pinky is in my campsite~ :3

Wait, I just checked Isabelle. So yesterday and 2 days ago, when I didn't have a perfect town, Jacob's Ladders spawned. Today, when I do have a perfect town (With only 2 non-bridge PWPs? ), no flowers spawn?

Isabelle told me my town was barren yesterday. I didn't change anything, and all of a sudden my town is perfect? Maybe it has something to do with Lopez's move in?

I have heard stuff about people claiming that villager move-ins affect Perfect Town status, but I've never seen any official sources. In that case, did you have other villagers moving in/out recently that could have affected Perfect Town status and caused those other Jacob's Ladders to spawn? Did Lopez destroy any trees/flowers when he moved in? Sometimes when Isabelle mentions that you need more PWPs, you can actually remove greenery and get the same result.

There were probably 2-3 flowers in the area that Lopez moved in. I didn't plant anything there by myself, since it was supposed to be a move-in spot. Cheri moved out recently, but that's about it.
