Jacobs Ladder is a Flower that will ONLY grow when your town has achieved 'Perfect' status. Everyday that your town is 'Perfect', a Jacobs Ladder might grow.

they could grow every day, but it's just random. i had my town perfect for the duration to get my golden watering can, and during that time i got 5 of them. here's some pictures of them that i keep in my house:

I think it's when you acheive a 'perfect town rating' it grows randomly in your town
