Parallel universes.
That's what it is. A single change, a different choice...it made things just slightly different, but there are still branches to go with each possible choice. Our town is the choice we made, while other towns are the outcomes of other choices.

Never thought of it either. I believe Animal Crossing New Leaf (and all Animal Crossing games) are a HUGE collection of timelines with minor, or even major, differences. Each copy is it's own timeline. Going to another town is really going to another timeline, and the train is really a machine to travel between timelines.
