She does anything I tell her to, sets up huge projects that I never even have to see being built, lets me change the flag in an instant if I don't like it, and barely charges me anything to tear things down.

That would explain the discrepancy. We do have to listen to her, but she allows us to 'save face' while wearing an impenetrable armor of happy-go-lucky-ness. She even calls us mayor while keeping a straight face! That takes practice.
