I've been resetting for villager house plots ever since I got the game, which would be HOURS of resetting. Not ONCE has ANYONE attempted to move here. Is it too close to the river for them to move, or am I just having terrible luck?

I've had a neighbor move two spaces away from my cliff, so I wouldn't think this would be a problem? I don't know though, it's just really strange that no one has tried to move here...

Hmm, normally they should be able to move there. I believe there's enough space. Do you have anything on the other side of the river? If you have PWPs or other villagers in the area, it's very likely they won't move there.
I think there's a rock on the other side, but that's it. There's been neighbors trying to move next to the rock, though. I don't know if that makes a difference.

Ah okay! Nah, rocks are good. I've had plenty of villagers who move next to rocks. If you don't have any houses or PWPs in the area, I'd say it's just bad luck. Keep trying though and good luck!

I think your spacing is fine but I rarely see villagers place their plots in that strip of land between the train tracks and the river.I'm not sure why that is because there's enough room for a house.Is that area in the screenshot to the right of your railroad crossing or to the left?

I have a villager in a very similar looking spot in my second town so there shouldn't be a problem with it. It's right in between the train tracks and the river. He went there on his own because I wasn't plot resetting so it SHOULD be fine.
