Is this normal ?

I've Been resetting for Shep, Henry, or Jaques for about an hour now and things were going very well! Then, all of a sudden plots stopped appearing in the town ! I've scaled the town many times over and I can't seem to find one! This has happened twice now and is it normal? I will be grateful for any and all advice!

When using the villager reset trick, sometimes house plots do not show up (whoever is coming will set up a house plot the next day if you keep your new save file). Just keep cycling, there's nothing to worry about!

You should keep cycling! This happened to me once, and later on, when I loaded up my mayoral file, Rhonda moved in. I was disappointed.
