Is this normal?!

What I meant is "considering that you said it's a normal letter and doesn't indicate that anything was attached, it's most likely a glitch, like a combination of a post office letter and an animal letter."
 
Is it possible that it's a glitch and that money was supposed to be attached to a letter from the post office for interest?

It could be a glitch, it could be legit. I guess we wont know for sure unless you yourself actually saw the 69k pop out of the present wrapper? :-O I'd also be interested to know if this kinda thing can happen in a legit way. Like I didn't know villagers could attach hybrid flowers to letters either until I saw it for myself so there's that. I think your parents send you money through the mail. But this is like, villager sugar daddy level lmao.

My guess is it was a simple glitch maybe.

I'm not sure. As someone who does programming, I can't see how the game would "glitch" and give out 69,000 bells. I don't know what the logic looks like for Animal Crossing, but I assume there is a loot table the game can pick from for villager gifts, and in the event the game chooses bells, there would be a random pick of a preset low and high for bells. Therefor, if the max bells was set to 500, there is no way the code could divert from its programming and just pick 69,000.

If the letter was legit, then there would have to be a rare chance of receiving that amount.

I use my letters to store extra stuff in my inventory all the time. It could be possible he stored it there, and got disoriented when getting new mail today. He opened an old (unopened) letter instead of the new one

I know it's already been suggested, but are you sure your brother isn't just pulling your leg here? Did you actually see him open his mail box, receive each letter (not having any mail already stored in his inventory) and then opening the letter/s and gift/s to reveal the 69,000 bells?

Okay- this is the last time I am going to confirm that my brother was not kidding with me. I was right there with him when it happened, watching, and I saw him open the letter with the gift.

I repeat: my brother was not kidding with me. In fact, he told me ask around on here to see if this has ever happened to anyone else.

That is interesting! I have never received bells, except from "my mom." She normally sends 100 to 10,000 bells. I have never even received or heard of a villager gifting a big amount of bells.
 
I have never experienced this before. Perhaps your brother sent the money in a letter only to be sent back by the villager? Unless he didn't do that at all in the first place. The only person I could think of someone giving money to you is your mother (in-game, not real life lol).
