Is there a way to get the villagers to stop asking me to go to other towns?

I'm probably going to a program called Job Corps. It's a free residential career technical training program for disadvantaged youth. Not all the centers have wifi, and I've heard that the wifi is pretty much unusable at the centers that have it because so many people are running torrents. I can use my phone as a mobile hotspot, but I'll be stuck with 2G speeds most of the month because I can't afford unlimited data (2G is better than nothing), and I don't think playing Animal Crossing over 2G speeds will work very well. I just don't think it's gonna be possible for me to do any favors that involve visiting other towns while I'm at Job Corps, and I'll be there for at least eight months. There will probably be other people there who play Animal Crossing: New Leaf, but I don't think I should count on there always being someone nearby who's willing to play with me. I think there's a gaming club, but I don't really consider myself a gamer. Is there a hidden setting or something that will stop villagers from asking me to get petitions signed or go to other villages to get fruit (I'm assuming the second one can be prevented just by getting every kind of fruit before I go to Job Corps), or will I just have to say no and send them a present to make up for it?
 
Ah that's downside, while joining the career training program is nice. Anyways, I don't have legitimate tip to stop them asking you for the petition. But, you don't exactly need to stop them I think. Saying no to getting the petition doesn't reduce thier friendship to you either way. Maybe they'd just think like "ah okay"?
Also, I can help you with being "prepared" with perfect fruits baskets if you like. Maybe 3 or so baskets of every each kind would help some, while you can't have transactions? Let me know if you'd like. c:
 
Well the only requests you really can't do are the signatures. Those will always pop up no matter what. You'll just have to deny them. I mean if you don't mind having your pockets full of whatever every day, you could avoid it. Because the signature clipboard needs an empty spot to go into your inventory. If you're full, they can't ping you for that sort of stuff.

But then they'll never really ping you for a lot of stuff doing that. It's probably just easier to say no to those requests. Just plant every fruit tree possible and they won't ask you to go somewhere else to get a foreign fruit. You'll have them all in town.
