Buying Is the 2016 Fair Patch Giftable? (If so then I'd like to buy)

So I was cleaning out my inventory and accidentally discarded my 2016 TBT Fair Patch (darn touch screen). D: I can't remember if it's giftable or not so if someone could let me know that'd be awesome. If by chance it is then I'd like to buy a new one. I have a feeling it's not though... :/

I'm afraid the fair patches aren't giftable. Maybe if you contact a mod/admin they can fix it for you?
