Is the 16 villager cycle not a thing in this game?

So awhile ago, I got rid of Whitney. I think maybe 2 villagers moved out after her, and then I found her at an island again and invited her to my island.
I just got rid of her 3 villagers ago and she is at an island AGAIN. Is the cycle just not a thing anymore? Also she talks to me like she doesn’t even know me, so she reset.

Or maybe Whitney just has some sort of subconscious attachment to me.

I can confirm this still happens. When I just started my town and my Walt moved out, my friend became an unintended casualty and obtained my Walt from the shadow realm after she visited me.

I moved limberg out only for Hugh to move in the very next day.. he told me the town name and it wasnt any of my friends, mustve been someone on here that I traded with from Cheeks or something lmao

Honestly, this makes me really happy. Nothing is worse than taking a break from the game for a while and coming back to your favorite villager moving out and not being able to get them back until you cycle through 16 others.

ive ran into villagers ive had before on islands so I guess the cycle from previous games isn't a thing anymore

Walt is one of my faves, if your friend doesn't like him and he goes into boxes, please let me know!
