Is the 14 villager cycle still the same?

Got Bluebear from my other town, was stupid and got her saved in the wrong place :/ So wondering if anything's changed? Pretty sure I can now buy an amiibo card and scan her in and that voids waiting for 14 villagers to move out - am I right? And is this the only way? Please and thanks

Just a heads up---it's the 16 villager cycle, not 14. c: & yes, you are correct in that the Welcome Amiibo update makes it so the Amiibo card cancels out/negates the 16 V.C. The only other thing that has changed with the update is that villagers/animals can't move onto tiles/paths you've set down so plot resetting is (generally speaking) much easier and faster. Good luck with getting Bluebear back to the respective town. :3
