Is Phineas in anyone's town?

I just joined this forum, after lurking for a loooong time lol.
Is Phineas in anyone's town today? I haven't seen him in ages and really want to update my badges.

Doesn't he just show up when you've qualified for the next badge? I've seen days where he hasn't been in town all day and then when I've, for example, sent a bunch of letters he shows up to give me the letter writing badge. :S

This, I think. I have him show up whenever I've earned a new badge. e.g. he came yesterday when I qualified for a letter writing badge, then he came again today to give me a catalogue-related badge.

afaik he shows up as soon as you qualify for the badge -- and I don't think he'll appear to you in another town, or if your gate is open. I think it has to be sunny, too (or clear if it's nighttime). My first week playing it was raining all the time, when I finally came across him he gave me 7 badges!

Since this question seems on topic, I'll ask; If you do qualify for another badge, what if Phineas is in your town but you miss him and it goes to the next day. Does he stay in town until you find him or does he leave until you qualify for another badge?

He should show up as soon as you qualify. Even if that is multiple times in a day.
