Is online play region locked?

Not sure if posting in right board.... but... Title. I'm trying to troubleshoot my system, because several times now I've had to pass on villagers I was trying to pick up from other players due to error code 0180512. I've power cycled my router and my 3ds, and I followed the custom DNS setup from the nintendo troubleshooting page, but I still get the same code. I know that it's not everyone because I can online connect with my rl friends with no problems, have successfully connected with a couple of online players with no problems, and I have no problems with online play in other games. The only thing I can possibly think of is that it's a region issue, hence my question.

It's frustrating... is there any way around it?

I don't usually connect with people outside of my country, but you can play online with other regions.
Some countries have very poor inter net compared to others, which causes problems.
I have also heard about router/modem compatibility problems... since they very dramatically between regions... Which is my guess as to why you keep having that problem connecting with outside of your country. But, alas I do not connect with many other places so I cannot confirm or deny the compatibility problem being real or not.
