Is my Villager leaving?

I have reluctantly decided to let Chaddars move on in AC. He asked me two weeks in a row, and I decided to let him go. He was insulting many of my other Villagers anyway, so I took it as a minor loss. I never got any portraits from other Villagers that left, so I thought that was because I stopped talking to them before they left. So I went to talk to Chaddar. He said he only had a few days to start packing. My text options were "Chin Up" and "Don't Go". I told him "Chin Up" and he said I was supposed to tell him not to go. He then said he was just testing me to see how I would react.

So is he actually leaving? In the future, should I just not worry about he portraits and let them leave?
