She does appear when the gates are open, a while ago my friends and I bought a bunch of turnips together! I don't know why she would disappear for some people, I think some people said it had to do with Katie or something?

I've so far heard multiple sources saying yes and multiple sources saying no...eff it not gonna try...going to go post on the Turnip Board and pray I get good tips...

Well I can confirm this:

Lynn bought turnips at my town, and we sold them at another friend's town.
